Crown Solicitor's Office, Hongkong, March 30th, 1904.
Estimates, 1905.
With a view to the preparation of the Estimates for 1905, I have the honour to submit for the consideration of His Excellency the Officer Administering the Government an application for an increase in the vote for the Crown Solicitor's Department.
2. The expenditure authorised for 1904 is as follows:-
Crown Solicitor's salary $4,200
do. Exchange Compensation $8,380
Clerk $840
Expenses of Staff $1,200
Messenger $120
Incidental Expenses $150
Typewriter $300
The first item is the one in respect of which I submit an increase is required.
3. The Crown Solicitor's salary was fixed at its present rate in 1900, and since then an additional grant of $1,200 a year has been sanctioned for clerical expenses, commencing from 1st January this year, and the native clerical Staff is now sufficient for the ordinary clerical work of the Department.
4. The work thrown upon the Crown Solicitor personally (exclusive of merely clerical work) has been increasing very rapidly in the last three years and is still increasing; it has now attained such proportions that it would be impossible for one man to cope with it unless he was able (as I am)
The Honourable
The Acting Colonial Secretary.
